This is the Friedensengel (peace angel) in Munich. Built about 20 years after the Franco-Prussian war the angel is an imitation of the Greek victory goddess Nike of Paionios (a Greek sculptor who lived in the 5th century BC), a synonym for a victory achieved with military means.
