This is standard in German window. “Kippfenster” – I hardly know a modern window (i.e. 50 years or younger) that can’t do that in Germany (and I also found only very awkward descriptions for it in English). We are always told that it is not good in winter to have a window propped open like this for hours and that it is much more efficient for air circulation and also better for the heating bill if you open your windows wide for a short period of time.
