It was meant to be ridiculous. It’s the traditional garb of a member of an “Elferrat” – the governing body of a carnival club. Eleven people (nowadays, used to be men, of course) in those hats mocking the hats of the government of the day which was the French during the Napoleonic occupation of the Rheinland. That’s were the funny militarist emblems of the carnival of that area come from.
