This is a window shutter fastener made of cast iron. Seldom in red but usually the same face with a little helmet, they used to be standard on window shutters. It’s also a wonderful example of German compound words: Fensterladenfeststeller.

I found that they are called “shutter dogs” (in American English) or just “shutter holder”. Good luck!

Ich auch nicht, hab’s ergoogelt weil ich nicht wusste, wie man das ausdrückt. Über 5 Ecken hab ich’s dann rausgekriegt.

Most shutters have them. And most have those little manikins although they exist in modern, abstract form.
